Our report explores today’s regulatory climate and the land use problems it has caused. The resulting regulatory uncertainty stifles innovation and leads to harsh (and frequently unintended) economic and social consequences. But land use law has evolved into a complex system that is often subjective and unpredictable occasionally, it is almost impossible to navigate.
